As you level up, you will unlock certain perks that will let you craft your own wheels. Grease Monkey’s first level will allow the character to craft their own wheels. In order to craft wheels, you do not even need a workbench. Through the Intellect skill tree, you can find Grease Monkey.

To craft 1 wheel, you will need the following items:
2 Forged Iron: Obtained from the forge
16 Scrap Polymer: You can get this by breaking apart plastic items. To obtain this item, you can break up old tires as described above
Oil: Loot gas stations and break apart cars
Coal: Remove large coal rocks from the surface by breaking them apart
Bottle of Acid: Can be found at gas stations and on kitchen counters
The following items are required to craft just one wheel. There are quite a few things to loot. Whenever you see an old wheel on the road, you should try to get it as loot.
